Dr. Gallop Franklin II

Dr. Gallop P. Franklin II is an elected official, healthcare professional, and college educator. He graduated from Florida A&M University's College of Pharmacy and holds both an MBA and an MS in Healthcare Leadership from Cornell University, where he was selected as a Fellow of the Cornell University Emerging Markets Institute.
The fellowship has a keen focus on engaging global emerging market economies to leverage mutually beneficial economic and political opportunities. Notably, while in Bogota, Colombia, Dr. Franklin led a fireside chat with Ivan Duque Márquez, the most recent President of Colombia. Dr. Franklin is a Clinical Pharmacist with a board certification in Pharmaceutical Compounding and teaches Dispensing and Compounding, Self-Care, and Issues in Contemporary Practice as an Assistant Professor of Pharmacy Practice at Florida A&M University (FAMU).
Before being elected to the Florida House of Representatives, Dr. Franklin served as Tallahassee Memorial Healthcare’s Assistant Director of Pharmacy Services, where he oversaw pharmacy services that supported the Outpatient Oncology Center as well as the Inpatient Oncology Unit, which was a business service line that had over 192 million dollars per year in revenue.
Dr. Franklin serves as President and CEO of Gallop Inc., a general consulting firm focused on healthcare, education, and real estate. The firm has completed a dozen real estate transactions throughout Northern Florida between Gadsden and St. Johns Counties.
Public Service:
In 2022, voters in Leon and Gadsden counties, with 71% of the votes, elected Dr. Franklin to serve as State Representative for District 08 in the Florida House of Representatives.
Dr. Franklin has effectively worked across party lines to pass meaningful legislation. In his first term, Dr. Franklin sponsored three bills that were signed into law, co-sponsored multiple bills passed by the Florida Legislature, and provided numerous amendments to legislation that became law – distinguishing himself as an effective leader who works across party lines to pass meaningful legislation without compromising his core values.
In 2024, the Florida Legislature unanimously passed, and the governor signed HB 159, sponsored by Dr. Franklin. The law allows pharmacists to screen adults for HIV exposure and to provide the results of the screening. It also enables pharmacists who enter into collaborative agreements with physicians to dispense post-exposure prophylaxis (PEP) for people who do not have HIV but are at a high risk of exposure. Another landmark law that Dr. Franklin sponsored in 2024 (HB 935) allows advanced practice registered nurses and physician assistants to order medically necessary home health care services for individuals enrolled in Medicaid. Leading healthcare advocates have hailed Dr. Franklin’s legislation as a “monumental step forward for healthcare access in Florida”.
He brought home a record-breaking amount of funding for critical public education, healthcare, and public safety needs in House District 08. Dr. Franklin’s budget success at the Florida Capitol has brought over $200 million to his district, which includes Gadsden County, Florida’s only county with a majority Black population. Plagued by persistent poverty, a limited tax base, and a growing need for infrastructure investment, the county is considered a rural area of critical economic concern.
As a member of the Higher Education Appropriations Committee and the Higher Education Appropriations Budget Conference Committee, Dr. Franklin played a critical role in securing over $77 million for Florida A&M University. This includes $13.4 million to fund the Howard Hall capital outlay project fully and $21 million for operational enhancements to help recruit and retain the best students and faculty.
While in college, Dr. Franklin’s peers elected him to serve two terms as FAMU student body president, overseeing a $4.5 million budget. From 2009 to 2011, Dr. Franklin served as the voice of the student body on the Florida A&M University Board of Trustees. As a board member, Dr. Franklin distinguished himself as a young leader who brought an in-depth understanding of Florida's higher education system to the wide range of issues facing the state’s universities. Recognized for his valuable insights, Dr. Franklin became the first FAMU student to serve on the State University System Florida Board of Governors, where he represented 300,000 students on the policy board.
Due to his interest in public service, he sought out the opportunity to serve as a Gubernatorial fellow, where he learned about how Florida's Government governs the state and assisted during the process under the leadership of Gov. Charlie Crist.
While a Gubernatorial Fellow, U.S. Sen. Bill Nelson nominated Dr. Franklin to serve as a Kremlin Fellow, which at the time was a group of aspiring U.S. leaders who played an intricate role within US- Eurasian relationships. Confirmed by the Open World Leadership Center in conjunction with the Russian Federation. Dr. Franklin and others established a non-profit organization (CAREEL) to strengthen US-Eurasian relationships, where he served as a member of the advisory board and the Advancement Director.
Recreational Interest:
Dr. Franklin is a former nationally ranked martial artist and holds a fifth-degree black belt in Shaolin Goju. He is also a former nationally ranked gymnast, an accomplished violinist, and played NCAA Division I men’s golf for FAMU.
